The IRS strongly recommends agencies test all Safeguard Computer Security Evaluation Matrix (SCSEM) settings in a development or test environment prior to deployment in production. In some cases a security setting may impact a system’s functionality and usability. Consequently, it is important to perform testing to determine the impact on system security, functionality, and usability. Ideally, the test system configuration should match the production system configuration. Prior to making changes to the production system, agencies should back up all critical data files on the system and if possible, make a full backup of the system to ensure it can be restored to its pre-SCSEM state if necessary.
